This is a local government scholarship. The Mayor Cipriano D. Violago, Jr. Scholarship Program (Iskolar ng Bayan) is exclusively for bona fide residents of San Rafael, Bulacan. Only students who are officially registered residents of San Rafael may apply.

What is the Iskolar ng Bayan Scholarship?

The Iskolar ng Bayan Scholarship is the official college scholarship program of the Municipal Government of San Rafael, Bulacan, formally known as the Mayor Cipriano D. Violago, Jr. Scholarship Program. Now open for S.Y. 2026-2027, it provides financial assistance to deserving college students from San Rafael who are enrolled in any college or university in the Philippines.

Unlike national scholarships that target specific courses, the Violago Scholarship is open to students enrolled in any degree program, what matters most is your residence, your grades, and your family’s financial need as evidenced by a Barangay Certificate of Indigency.

What are the Qualifications

  • Bona fide resident of San Rafael, Bulacan
  • Currently enrolled as a college student – any school or university
  • General average of 85% or above (equivalent to 2.25 or better)
  • No failing grades or dropped subjects
  • Only one (1) member per family may avail of the scholarship
  • Previous (old) scholars must re-apply every semester along with new applicants
  • If the son or daughter of a solo parent, must submit a photocopy of the latest Solo Parent ID (1-year validity)

Automatic rejection – handwritten forms: The application form must be typewritten and printed on long-size bond paper. Handwritten forms will NOT be accepted, regardless of how complete or neat they are. Fill out the form digitally on your device before printing.

Automatic rejection – incomplete requirements: Applications with incomplete documentary requirements will not be accepted. Do not submit until every required document is complete and correctly certified.

What is the “one per family” rule

Only one member of each family may avail of the Violago Scholarship at a time. If a sibling is already a current scholar, you are not eligible to apply until their scholarship ends. Coordinate within your family before submitting an application – submitting when a sibling is already enrolled in the program may result in disqualification for both applicants.

For solo parent dependents: Submit a photocopy of your parent’s latest Solo Parent ID. Note that Solo Parent IDs are valid for only one year, make sure the copy you submit is the most current, still-valid ID and has not expired.

Tip – the Certificate of Grades must be certified

For 2nd-year students and up, the COG (Certificate of Grades) for 2nd Semester S.Y. 2025-2026 will not be accepted unless it is a Certified True Copy from your school registrar. An uncertified printout even from an official student portal – is not valid.

Visit your registrar’s office in person, pay the certification fee, and request the CTC with an official dry seal or signature. Allow at least 3-5 working days for this document to be processed, especially if your school has a queue during enrollment season.

How to apply for the Iskolar ng Bayan Scholarship

Step 1: Download the application form.

Step 2: Open the downloaded form on your computer or device and type in all required information digitally. Do not write by hand handwritten forms are automatically rejected. Fill out every field completely and accurately.

Step 3: Print the completed form on long-size bond paper (8.5″ × 13″). Standard short bond paper (8.5″ × 11″) is not accepted. Check your printer settings before printing.

Step 4: Compose a personal request letter addressed to Mayor Cipriano D. Violago, Jr. This must be written by the student applicant not by a parent or guardian. Include your name, school, year level, and a brief, sincere statement of why you are applying for the scholarship.

Step 5: Compile every document listed for your category (Freshman or 2nd Year & Up). Double-check that your COG or Report Card is a Certified True Copy, and that your Barangay Certificate of Indigency is the original not a photocopy.

Do old or continuing scholars need to re-apply?

Can I apply if I study outside of Bulacan?

Yes. The scholarship is open to students enrolled in any college or university in the Philippines. What matters is your residency in San Rafael, Bulacan not the location of your school.
