What is the CHED Tulong Dunong Program?

The CHED Tulong Dunong Program (TDP) is a government financial assistance program administered by the Commission on Higher Education that provides educational subsidies to college students in need. In this year, the program is being facilitated through the Office of Rep. Eric Olivarez for residents of District 1, Parañaque City, with 1,128 slots available for incoming 1st to 4th year college students enrolled for Academic Year 2026-2027.

Unlike the CHED Scholarship which requires a high GWA, the CHED Tulong Dunong Program focuses on financial need and residency making it accessible to a wider range of college students in the district.

Two complete sets required: You must submit one (1) set of original documents AND one (1) set of photocopies of all requirements. Bringing only one set will result in an incomplete submission.

Set 1 – Originals

All required documents in their original form original Voter’s Certification, original Barangay Indigency, original COR/COE signed by registrar, original 2×2 photos, original IDs.

Set 2 – Photocopies

Clear photocopies of all the same documents. Blurry or cut-off photocopies may be rejected. Use a flatbed scanner or a bright, well-lit phone scan app for best results.

The student applicant must personally submit their application. Parents, siblings, classmates, or any representative cannot submit on your behalf. Come in person with your complete documents and a valid ID.

How to apply for the CHED Tulong Dunong Scholarship?

Step 1: Download and fill out the application form

Download the application form. Fill it out completely and accurately. Print it out and sign where required.

Step 2: Secure your Voter’s Certification (2026)

Visit the COMELEC office at Parañaque City Hall and request an updated Voter’s Certification as of 2026. This proves your District 1 residency without it, your application cannot be processed.

Step 3: Get your Barangay Certificate of Indigency

Visit your barangay hall and request a Certificate of Indigency with the stated purpose: “CHED Requirements.” Verify the exact wording before leaving the barangay office.

Step 4: Secure your COR/COE from your school registrar

Request a Certified True Copy of your Certificate of Registration or Certificate of Enrollment for S.Y. 2026-2027 from your school registrar. It must show your subjects and units and carry the registrar’s signature. Allow 3-5 working days for processing.

Step 5: Prepare two complete sets of all documents

Compile one set of originals and one set of clear photocopies of every requirement. Arrange them in the same order for both sets. Place them in a folder or envelope organized submissions are processed faster.

Step 6: Submit in person on July 13 as early as possible

Go to the Congressional District Office at Parañaque City Hall. Present yourself and submit both sets of documents between 9AM and 3PM. Remember: only the first 1,128 applicants will be accepted. Come on Day 1.

Can I apply if I study outside Parañaque?

Yes. You just need to be a resident of District 1, Parañaque City. Your school can be anywhere in the Philippines.

What if the 1,128 slots are filled before July 16?

Once 1,128 applications are received, the program closes even if the date is still within July 13 to July 16. This is why submitting on July 13 (Day 1) is strongly recommended over waiting until the last day.

Is there a GWA requirement?
